The main problem in society is moral decay, not guns. The rise and fall of Cultural Salience of Morality are due to societal conflicts and developments, as well as historical variations in moral judgments. The study determined the processes of moral development anchored on Lickona's model. A descriptive quantitative correlation was used, and a survey was done using an online survey questionnaire. The number of respondents were determined using the Slovin's formula. Cronbach's alpha score of 0.822 signifies the high reliability of the research questionnaire. Pearson r correlation was utilized to check the significant relationship between the procedural level of moral development, moral impact, and teaching strategies. Research findings revealed that the four processes of moral development by Lickona was found to be strongly practiced in Rizal class. The four processes as practiced inside the classroom can possibly bring moral impact to the students themselves, their family, the community, and the country. This moral impact is possible if the teacher uses the appropriate teaching strategy that allows moral values inculcation in the process of discussing the content. There are problems like time management that may affect in sustaining the acquired morality inside the classroom.

It cannot be denied that values system greatly impacts society. Much has been said about how the way a group of people feel, think, and behave is highly affected by a set of values system that allow them to make a sense of their world and frame their specific objectives and actions. Values gives meaning to our actions; and likewise, our actions, in the greater scheme of things, are motivated and driven by values that we hold and cherish. The Filipino is an individual which is bounded by such system of traditional values. They shape his character, frame his understanding, and define his actions. Whether positively or negatively, much of our cherished values define the way we relate with other people and the larger society.

Values education has characterized Philippine education after the1986 People's Power revolution. However, the understanding of values appears different in the varied regions with their distinctive cultural, historical and religious backgrounds. This research, based on classroom observations and interviews with teachers, clarifies how much their understandings on values have been diversified, especially between Christians and Muslims. On the analysis, Philippine Values education is based on the traditional values, which seem common in any part of the country, and UNESCO's framework, which seems to have universality in relation to any religious or cultural background. This paper discusses regional understandings on Values education through the analysis of class observations.

Responsibility to promote moral values in students are not taken seriously by parents, teachers and institutions which results continuous erosion of human values and social relations. Therefore, there is urgent need to take serious action for the restoration of moral values among youths of our country. In this article attempt has been made to identify the need of moral values in today's scenario.

The research we present is part of the project Researching and Promoting Character Education in Latin American Secondary Schools funded by the Templeton World Charity Foundation. The truth is that character formation is not the exclusive responsibility of families; schools also have a relevant role to play in the character development of our young people. In this sense schools have to tackle major challenges. One of the problems with Character Education has to do with the schools’ capacity to implement educational programs focusing on improving the development of young people in this area. Therefore institutions like the Jubilee Center offer multiple resources intended to improve the values programs which are applied in schools. Nevertheless, when it comes to introducing a project, there are always problems and unexpected obstacles which, a priori, may seem distant or incomprehensible. Introducing innovations into a school is not a minor issue, as the resistance of the staff may be a decisive factor when the time comes to implement a project (Hollingshead, 2009; James & Jones, 2008), together with, for example, staff cohesion and its capacity to confront internal problems (Johnson, 2005) and school leadership and its role in the promotion of school dynamics (M. Berkowitz & Bier, 2005; M. W. Berkowitz & Bier, 2005; Lickona & Davison, 2005), etc. In this research work we present a case study, focusing on the values program implemented in a Mexican public school in the central area of the country. Our exploration of the capacity of the school when implementing the values program is based on the analysis of documents provided by the school which are related with the project, semi-structured interviews, in-depth interviews, images and the participatory observation carried out in the school over a period of three weeks. The wealth of informants (principals, teachers, pupils and parents) allowed us to gather a broader variety of information on the reality of the values program applied.

This paper examines the purpose of moral education in the Philippine context. It draws the argument from the humanist tradition and blends the same with the social conscience of the Filipino which is rooted in their communitarian way of life. It makes a contrast between the individualism of the West and the communal attitude that is found in Filipino culture. It tries to define justice from the vantage point of liberalism and the way the same is appropriated in the context of Philippine society.

Schools have long been seen as institutions for preparing children for life, both academically and as moral agents in society. In order to become capable, moral citizens, children need to be provided with opportunities to learn moral values. However, little is known about how teachers enact social and moral values programs in the classroom. The aim of this article is to investigate the the moral education of the child with a critical attention paid to the allocation of responsibility. The paper tried to answer the question: ‘Who gives the child his moral education, is it a collective responsibility or the sole responsibility of an institution’? The answer is that It’s not only teachers in schools that can impart moral education to the children, but that the parents also play a great role in making the children aware of the importance of leading life ethically
